Although the United Nations complex is located in Manhattan, it sits on international ground. Neither the United States nor New York City has jurisdiction here. The UN has its own police force and its own post office, which issues UN stamps. Mail dropped into the blue box at the right will be delivered anywhere in the world, provided it bears a UN stamp of the correct denomination. (I hope my mother likes her card.)
